In 2000, H.E. Mr. Pierre Moukarzel established the first academy in the Arab region specializing in honoring creators, protecting their ideas and registering them in the world of information and communication technology, especially the designers and developers of websites on the Arab world, the Academy of Excellence Awards in the Arab Region, whose activities started from Lebanon to the United Arab Emirates and from there to the Hashemite Kingdom of Jordan, the Sultanate of Oman, then the State of Kuwait, through the Arab Republic of Egypt, the Kingdom of Bahrain, and the Kingdom of Saudi Arabia. Over two decades, Mr. Moukarzel has conducted numerous seminars and conferences on intellectual property and cyber crime in cooperation with Dr. Muhammad Al Kamali, Director General of the Institute for Training and Judicial Studies, the BSA Society and Microsoft Corporation to motivate institutions to register their intellectual property to protect their innovations and seminars on cyber crime and how to combat it.

In the year 2003 Mr. Moukarzel established the Arab Organization for Social Responsibility, an independent Arab organization in the country of headquarters Lebanon and was elected as its president. The organization started its activities in Beirut, the capital of the Lebanese Republic, and it has carried out a large number of activities at the level of the Arab region and aims to raise the level of dealing with the concept of social responsibility and converting it to the level of the strategic concept in the work of Arab municipalities and governments and generalizing their culture to move from an individual’s responsibility to a society’s culture.

Mr. Moukarzel worked with an integrated team of different Arab nationalities to stimulate civil societies by engaging in all sectors of social responsibility and setting principles for improving and developing the work of social responsibility and supporting its programs in achieving sustainable development and bringing together the initiatives of Arab public and private institutions and developing their management strategies to reach international quality standards.

Mr. Moukarzel assisted by a team of related experts, issued the first university diploma for social responsibility and concluded a cooperation agreement with the Arab Open University to teach the diploma in the university’s branches extending to 8 Arab countries.

After his founding the Arab Organization for Social Responsibility, Mr. Moukarzel has consistently honored activists in the field of social responsibility in all its sectors in support and appreciation of the institutions that carry out them.

In 2009, Mr. Moukarzel launched the e-government shield award with the League of Arab States and with technological development, in 2014, Mr. Moukarzel launched the smart government shield award from Dubai and established its activities in the State of Kuwait under the patronage of His Excellency Sheikh Muhammad Al-Abdullah Al-Mubarak Al-Sabah, including the Arab Public Service Award related to the first smart questionnaire program It is one of its kind in the world and was developed with experts at the United Nations.
